SEMARANG – The Angkasa Pura Airports is optimistic that the ground breaking of the project of expanding the Ahmad Yani Semarang Airport on May 2014 will take place, following the amendment of the Government Regulation No. 5 year of 2006. The General Manager of Angkasa Pura Airports branch of Ahmad Yani Semarang Airport, Priyo Jatmiko, said that the expansion project of Ahmad Yani Semarang Airport has been postponed since October 2013. “We hope that this month we can do the groundbreaking, but we have not set the date yet,” said Priyo, on Wednesday (7/5/2014).

The amendment of Government Regulation No. 6 of 2006 on the Management of State/Province Assets-as a regulatory basis to utilize the land owned by the  Ministry of Defense- has been finalized by the government. The Directorate General of State Assets (DJKN) of Ministry of Finance has also finalized the budgeting evaluation on the Market Value of Tax Object (NJOP) and the contribution of PT API to the state. “The amendment of Government Regulation No. 6 year of 2006 has been issued and will cover the budgeting revision, thus we hope that there will be no problem later on regarding the regulatory framework for this project,” he said.

The amendment of Government Regulation No. 6 of 2006 for this project is crucial. Without this revision, the project will not be feasible since the NJOP has reached a price of Rp 360.000/m2 and the contribution to the state is proposed at 26 %.  We didn’t know exactly how much the NJOP was and how much the contribution would be, however now it is clear. Later after the groundbreaking, the details will be incorporated in the MoU based on the evaluation by DJKN,” he added.

In the preparation, the groundbreaking team from Jakarta has inspected the location. The winning contractor for Package 1 -which covers land filling and construction of access roads amounting of Rp 272 billion- also has been selected. The investment for this project shall amount toRp 1.1. Trillion. In addition, the government also participated by allocating a budget from the Ministry of Transportation amounting to Rp 308 billion, from the Central Java Provincial Government amounting to Rp 171.19 billion and from the city government of of Semarang amounting toRp 8.15 billion.

In the master plan, the expansion will include the construction of the apron covering an area of61,344 m2in the first phase and 72,522 m2in the second phase. With40,900 m2 for the new terminal, the airport capacity will increase to four million passengers per year.

Two weeks ago, Vice President Boediono visited the project site at the Aviation Education Center of the Army, in Semarang andre commended to address the constraints of this groundbreaking project, including the amendment of the Government Regulation No. 6 of 2006.[Diani Sekaring Sejati/Bisnis.com]
