Angkasa Pura Airports Implements Latest Regulations Regarding International Travel by Air Transportation

JAKARTA – Angkasa Pura Airports has implemented the latest regulations regarding international travel by air transportation in accordance with the Circular of the Minister of Transportation Number 85 of 2021 concerning Guidelines for the Implementation of International Travel by Air Transportation During the Covid-19 Pandemic (SE 85) which came into force on October 14, 2021.

The regulation refers to the Circular of the Covid-19 Handling Task Force Number 20 of 2021 which aims to prevent the transmission of Covid-19 through monitoring, controlling and evaluating international travel by air transportation, in line with the Government’s decision to reopen international doors for foreign tourists (international passengers with tourism purposes).

In accordance with the Circular of the Minister of Transportation No. 85 of 2021, the international entrance for foreign tourists through airports managed by PT Angkasa Pura Airports is through I Gusti Ngurah Rai Airport in Bali, while the entrance for international travel for Indonesian citizens and foreigners with destinations other than tourism through PT Angkasa Pura I (Persero)’s airports  is through Sam Ratulangi Airport in Manado.

According to the Circular No. 85 of 2021, it is stated that the requirements for international travelers with tourism purposes include:

  1. Must have a complete dose of Covid-19 vaccination card or certificate (physical or digital),
  2. Show a negative RT-PCR results whose samples are taken within a maximum of 3x24 hours prior to departure,
  3. Present a Short-Stay Visa or other entry permits in accordance with applicable laws and regulations,
  4. Show proof of ownership of health insurance with a minimum coverage value of USD 100,000, which includes health financing in quarantine and treatment when exposed to Covid-19,
  5. Show proof of booking confirmation and payment (booking) for accommodation from the accommodation provider while staying in Indonesia
  6. Fill out an electronic Health Alert card (e-HAC) for international travel via PeduliLindungi application or manually in the country of origin.
  7. Upon arrival at the airport, international travelers will be required to carry out isothermal molecular test (NAAT/other types of molecular testing) or RT-PCR test, the results of which will be issued within 1 hour and required to undergo centralized quarantine for 5 x 24 hours.
  8. Travelers must use direct flight from their country of origin.

International travelers who have yet to be vaccinated abroad, will be vaccinated at the place of quarantine after arrival in Indonesia and upon completion of the second RT-PCR test with negative result. The foreign nationals are eligibe for the vaccine on condition that they must meet the requirements of 12-17 years old, holders of diplomatic/service stay permit, holders of Temporary Stay Permit (KITAS) and Permanent Stay Permit (KITAP). Meanwhile, foreigners who are already in Indonesia and will travel, both domestically and internationally, are required to vaccinate through a program or mutual cooperation scheme in accordance with laws and regulations.

The obligation to show a Covid-19 vaccination card or certificate is exluded to foreign nationals entering  through the Travel Corridor Arrangement scheme, international travelers under the 18 years, and international travelers with special health conditions/comorbid illnesses that prevent travelers from receiving vaccines. International travelers with comorbid illnesses are required to show a certificate from the Government Hospital of the country of departure, in English other than the language of the country of origin.

“Our airport officials, especially at I Gusti Ngurah Rai Airport, together with stakeholders from the airport community are ready to check the air travel requirements for foreign tourists. Angkasa Pura Airports has also prepared a flow chart for foreign tourist arrivals at the international arrival terminal of Bali’s I Gusti Ngurah Rai Airport so that the process of checking the Indonesian entry requirements documents can run smoothly and in accordance with health protocols. The process of foreign tourist arrivals from getting off airplanes, health check, inspection of immigration and customs documents, to the pick-up zone area takes 1 hour and 12 minutes,” said the President Director of Angkasa Pura Airports, Faik Fahmi.

The flow of arrivals and checking of foreign tourist documents at Bali’s I Gusti Ngurah Rai Airport includes:

  1. Preflight: before flying to Bali, foreign tourists must have prepared proof of a complete vaccination, have negative PCR test result valid for 3x24 hour, fill out a Health Alert Card (HAC), have quarantine hotel booking documents, fill out e-PCR, confirm immigration documents, fill out electronic customs declaration (e-CD).
  2. Body temperature check: after landing, foreign tourists head to the arrival terminal and have their body temperature checked. Foreign tourists whose body temperature is 38°C or lower may continue the next process, while tourists whose body temperature is above 38°C are directed to a special examination room. If the observation result shows that they are healthy, then tourists will continue the next process. If the observation result shows that they are not healthy, then the tourist will be referred to the hospital.
  3. Registration counter/ PeduliLindungi checkpoint: tourists will be served by Covid-19 Task Force officers at registration counter/PeduliLindungi checkpoint, where foreign tourists input data and officers control data and print barcodes. There are 20 counters and 300 seats.
  4. Inspection of health documents: the Port Health Office (KKP) carries out inspection of health documents (e-HAC, complete vaccine documents, a negative PCR test result valid for 3x24 hours prior to departure) taps on the barcode. There are 16 counters.
  5. RT-PCR SWAB: RT-PCR test sample collection of foreign tourists. There are 20 RT-PCR test booths.
  6. Immigration: inspection of tourist immigration document by immigration officers. There are a total of 32 counters.
  7. Baggage collection: the process of collecting tourist baggage on a conveyor belt. There are 4 units of conveyor belt.
  8. Waiting for RT-PCR test result : foreign tourists wait for RT-PCR test result in the holding area with a capacity of 300 seats and data collection is carried out by the quarantine hotel with a processing time of 60 minutes, calculated after the sample is received in the laboratory.
  9. Exit control desk: the officers of Bali Tourism Board check quarantine hotel booking documents, transportation, and health insurance of  foreign tourists.  
  10. Pick up zone: foreign tourists head to the pick up area and head to the quarantine hotel.

Regarding the readiness of RT-PCR test service at Bali’s I Gusti Ngurah Rai Airport, PT Angkasa Pura I (Persero) collaborated with Bali Jimbaran Hospital to provide two units of mobile lab facilities, 20 RT-PCR booths, 22 RT-PCR machines with a capacity of 704 tests per hour and a total capacity of 8,448 tests per day.

As of October 16, 2021, no airlines have proposed slots for scheduled international flights to Bali’s I Gusti Ngurah Rai Airport. “We hope that in the near future, airlines will submit scheduled international flight slots to Bali’s I Gusti Ngurah Rai Airport, so that foreign tourists will start to visit Bali gradually," said Faik Fahmi.

“Angkasa Pura I Airports is always committed to implementing health protocols and supporting the enforcement of air travel requirements, especially for foreign tourists arriving at Bali’s I Gusti Ngurah Rai Airport. It is hoped that the gradual opening of Bali for foreign tourists can run smoothly and can show the readiness of Bali tourism stakeholders in welcoming the arrival of foreign tourists on a larger scale, which in turn leads to Bali’s economy recovery,” said Faik Fahmi.

For information, international passenger traffic through Sam Ratulangi Airport in Manado from September 17 to October 15, 2021 was 1,747 passenger movements, where the airport is an entry gate for air travel during the restriction period according to the provisions contained in the Circular of the Minister of Transportation No. 74 of 2021 concerning Guidelines for the Implementation of International Travel by Air Transportation during the Covid-19 Pandemic which came into force on September 17, 2021.

Meanwhile, in 2019 before the Covid-19 pandemic broke out, international passenger traffic at Bali’s I Gusti Ngurah Rai Airport reached 13.8 million with routes to 50 destinations in various cities in the world, such as Incheon, Dubai, Doha, Narita, Istanbul, Sydney, Melbourne and other cities across the world. The most used aircrafts are are Boeing 777, Boeing 787 and Airbus 330.
