Addressing The Impacts of Covid-19, Angkasa Pura Airports Adjusts Operational at 15 Airports

JAKARTA - Angkasa Pura Airports has made operational adjustments to its 15 airports in an effort to address the impact of COVID-19 pandemic on the aviation industry, both in terms of public health and airport business.

Adjustments were made through an optimization strategy for the use of areas and facility as well as working shift to ensure physical distancing policies and health protocols related to prevention of COVID-19 spread can be optimally implemented during the pandemic.

"The adjustment of the operational activities of these 15 airports, which began on April 1, is mainly aimed at ensuring that health protocols related to the prevention of COVID-19 spread at airports can be implemented optimally. This is in accordance with Government instruction regarding physical distancing policy stipulated in the Security Flight Director Circular Letter No. SE.10 of 2020 dated March 23, 2020 on Prevention of COVID-19 Spread in Aviation," said Angkasa Pura Airports president director Faik Fahmi.

The operational adjustment, Faik added, is in line with the Management's efforts to improve airport operational efficiency amid a sharp decline in passenger traffic which is around 25% in March 2020 compared to March 2019. The efforts include reducing the operational time of most airports and the use of utilities.

"This is a form of corrective action from the business side to respond the current crisis or pandemic while still paying attention to safety, security, service, and compliance with regulations in the midst of the COVID-19 pandemic," Faik said.

Airport operational is adjusted based on capacity as well as actual traffic conditions at each airport. For example, at Sultan Aji Muhammad Sulaiman (SAMS) Sepinggan International Airport in Balikpapan, the operating time was reduced to 12 hours (06:00 – 18:00) from 17 hours (06:00 – 23:00). Check-in services at the departure terminal are concentrated in areas C and D while areas A and B are temporarily closed. The departure terminal’s waiting room is also partially operated from Gate 5 to Gate 11. The arrival terminal in the east area will be closed with the arrival of domestic route airlines such as Garuda Indonesia and Citilink moved to the western area using conveyor belts 5 to 8.

Similar adjustment also applied to Lombok International Airport, which has reduced operating time to 16 hours (06:00 – 22:00) from 24 hours. In addition, some of the operational adjustments to Lombok International Airport are the temporary closure of international terminals due to suspended international flights, restructuring the passenger service as well as arranging aircraft parking and reducing work shift.

Change in Airport Operational Hours

The changes in operating hours of the 15 airports managed by Angkasa Pura Airports are as follows:

1. Juanda International Airport in Surabaya changed to 17 hours (05:00 – 22:00) from 24 hours.

2. I Gusti Ngurah Rai International Airport in Bali continues to operate 24 hours.

3. Sultan Hasanuddin International Airport in Makassar continues to operate 24 hours.

4. SAMS Sepinggan International Airport in Balikpapan changed to 12 hours (06:00 – 18:00) from 17 hours (06:00 – 23:00)

5. Adisutjipto International Airport in Yogyakarta continues to operate 13 hours (05:00 – 18:00).

6. Yogyakarta International Airport (YIA) in Kulon Progo changed to 17.5 hours (05:00 – 22:30) from 24 hours.

7. Adi Soemarmo International Airport in Solo changed to 16 hours (06:00 – 22:00) from 18 hours (06:00 – 00:00).

8. General Ahmad Yani International Airport in Semarang changed to 16 hours (06:00 – 22:00) from 18 hours (06:00 – 00:00).

9. Lombok International Airport in Praya changed to 16 hours (06:00 – 22:00) from 24 hours.

10. El Tari International Airport in Kupang continues to operate 16.5 hours (06:00 – 22:30).

11. Syamsudin Noor International Airport in Banjarmasin changed to 12 hours (06:00 – 18:00) from 17 hours (06:00 – 23:00).

12. Sam Ratulangi International Airport in Manado changed to 14 hours (06:00 – 20:00) from 24 hours.

13. Pattimura International Airport in Ambon changed to 14 hours (06:00 – 20:00) from 17 hours (06:00 – 23:00).

14. Frans Kaisiepo International Airport in Biak changed to nine hours (06:00 – 15:00) from 14 hours (06:00 – 20:00).

15. Sentani International Airport in Jayapura changed to nine hours (06:00 – 15:00) from 14 hours (06:00 – 20:00), only for logistics and does not serve passenger flights.

Availability of Long-Term Parking for Aircrafts

The Government's policy to implement physical distancing and a temporary ban on all foreign visitors has resulted in reduced flight traffic. It has caused aircrafts unable to operate and need to be grounded for a relatively long time. Therefore, Angkasa Pura Airports provides information on the capacity and availability of aircraft parking in its 15 airports below.

1. At I Gusti Ngurah Rai International Airport in Bali, which has a capacity of 57 parking stands, slots are no longer available. The parking stands are dedicated to accommodating aircrafts for evacuations from Europe, South Africa and Australia. In addition, two parking stands are dedicated for aircrafts carrying rapid test kits, PPE, and others.

2. At Juanda International Airport in Surabaya, which has a capacity of 57 parking stands, slots are available for 11 narrow-body aircrafts and two wide-body aircrafts.

3. At SAMS Sepinggan International Airport in Balikpapan, which has a capacity of 50 parking stands, slots are available for two wide-body aircrafts, four narrow-body, and small narrow-body aircrafts.

4. At Sultan Hasanuddin International Airport in Makassar, which has a capacity of 37 parking stands, slots are no longer available for long-term parking.

5. At Yogyakarta International Airport (YIA) in Kulon Progo, which has a capacity of 17 parking stands, slots are available for two wide-body aircrafts and six narrow-body aircrafts.

6. At Adisutjipto International Airport in Yogyakarta, which has a capacity of 11 parking stands, slots are available for five narrow-body aircrafts.

7. At General Ahmad Yani International Airport in Semarang, which has a capacity of 12 parking stands, slots are available for two narrow-body aircrafts.

8. At Syamsudin Noor International Airport in Banjarmasin, which has a capacity of 20 parking stands, slots are available for seven narrow-body aircrafts and seven small narrow-body aircrafts.

9. At Sam Ratulangi International Airport Manado, which has a capacity of 22 parking stands, slots are still available for four narrow-body aircrafts and two small narrow-body aircrafts.

10. At Lombok International Airport in Praya, which has a capacity of 14 parking stands, slots are available for nine narrow-body aircrafts.

11. At Adi Soemarmo International Airport in Solo, which has a capacity of 15 parking stands, slots are available for four wide-body aircrafts or seven narrow-body aircrafts.

12. At El Tari International Airport in Kupang, which has a capacity of 17 parking stands, slots are available for three small narrow-body aircrafts.

13. At Pattimura International Airport in Ambon, which has a capacity of 10 parking stands, slots are available for one narrow-body aircraft.

14. At Frans Kaisiepo International Airport in Biak, which has a capacity of nine parking stands, slots are available for three narrow-body aircrafts and two small narrow-body aircrafts.

15. At Sentani International Airport in Jayapura, which has a capacity of 38 parking stands, slots are available for one narrow-body aircraft.
