YOGYAKARTA - In accordance with the mandate of Presidential Regulation No. 98 of 2017 concerning the Acceleration of Development and Operation of New Airport in Kulon Progo Regency, Yogyakarta Special Region, the government assigns PT Angkasa Pura I (Persero) to build and operate New Airport in Kulon Progo Regency. Previously, PT Angkasa Pura I has bagged two permits for Environmental Impact Analysis (AMDAL). First, referring to Article 4 paragraph 1 of Government Regulation (PP) No. 27 of 2012 on Environmental Permit, Amdal is prepared by the proponent at the planning stage of a business and / or activity in this case PT. Angkasa Pura I (Persero) as the initiator. Secondly, Amdal at the development stage approved by the Minister of Environment and Forestry of the Republic of Indonesia on October 17, 2017 with SK.558/Menlhk/Setjen/PLA.4/10/2017 number on Environmental Permit of Yogyakarta International Airport Development Activities in Palihan Village, Glagah Village, Jangkaran Village, Sindutan Village, Kebonrejo Village, Temon District, Kulon Progo Regency of Special Region of Yogyakarta to PT. Angkasa Pura I (Persero).

Responding to the rejection of some Palihan villagers, Temon sub-district refusing to vacate land, New Airport Project Manager Kulon Progo R. Sujiastono disclosed, "We understand exactly what the people are experiencing, but we keep hoping and praying that people volunteer to empty their homes the construction of new airport for the benefit of a wider audience, because if the citizens immediately moved it can re-arrange a new residence, and if no house yet, they can use the apartment that has been provided by Kulon Progo Regency To transit if too many citizens, Kulon Progo Regency has also prepared a place in Glagah Village Hall and SMP Trimurti as a temporary transit point ".

R. Sujiastono also stressed that there is no deadline, because following the existing legal rules and for the fields that have been consigned it will be emptying. "The sooner it gets better considering the land will soon be built. In 2018 we will enter the year of development with a new airport target to operate according to Presidential Regulation 98 of 2017 in April 2019. For the house that is still inhabited, we expect cooperation and willingness to be able to vacate the house because the construction will be implemented according to the schedule." Sujiastono added.

Follow-up to deal with previous community movements has been set up three alternative options: self-building for people who feel capable, providing new residential locations, and providing flats. The new airport project manager at Kulon Progo also confirmed that there was no eviction in Temon Sub-district. "All we do is emptying the land on uninhabited buildings. All fields vacated have been established by PN Wates, in other words the fields included in the consignment." continued by Sujiastono.

The construction of the new airport in Kulon Progo was done because of some basic things. First, at the national level, tourist visits to the Special Region of Yogyakarta is the second highest after Bali. Second, Adi Sutjipto Airport's terminal capacity is designed to accommodate 1.2-1.5 million passengers, while the number per year 2014 has reached 6.2 million passengers. Third, the parking area (apron) capacity only accommodates 8 aircraft and the runway capacity (2,200 m long) cannot accommodate wide-bodied aircraft. Fourth, new airport infrastructure is needed to support the direction of government policy in the future. Fifth, Adi Sutjipto Airport It is a civil enclave owned by TNI AU built in 1938 and designed for military flights> 40 years. Finally, Adi Sutjipto Airport currently serves as the Major Base of the Air Force and Pusdik Air Force of the Air Force and cannot be developed anymore seen from the limitations of land and obstacle. For that, the need for a new representative airport was in order to be able to meet the needs of passengers and able to encourage the growth of the area around the airport and national growth.

The election of Temon Sub-district as the location of the new airport is the result of a study conducted with UGM in 2012. From seven candidate locations spread in Sleman, Bantul, Gunungkidul and Kulon Progo, Temon sub-district was selected as the location of new airport development. Some of the criteria for choosing a location for airport development are: land use conditions, land availability, topography, obstacles, locations outside the volcanic zone, relocation to residential areas, and local government regulations. ***
