Angkasa Pura Airports Ensures Operating Procedures for International Travelers with Tourism Purposes in Accordance with the Decree of the Ministry of Transportation Number 11/2022

Jakarta, 7 February 2022 – Angkasa Pura Airports ensures to carry out operating procedures for International Travelers (PPLN) with tourism purpose in accordance with Circular Letter (SE) No. 11/2022 issued by the Directorate General of Civil Aviation (DJPU) of the Ministry of Transportation of the Republic of Indonesia.

The Circular Letter stated that I Gusti Ngurah Rai Airport in Bali under the management of Angkasa Pura I is designated as an entry point for International Travelers (PPLN),  Indonesian Citizens (WNI), and Foreign Citizens (WNA) with the tourism purposes.

“Angkasa Pura Airports together with all relevant stakeholders at I Gusti Ngurah Rai Airport in  Bali, including Airport Authority Office Regional IV, Port Health Office (KKP), Bali Province COVID-19 Task Force, Airlines, TNI & Polri and other agencies have coordinated to jointly ensure that implementation of procedures are in accordance with the Circular Letter No. 11/2022 issued by the DJPU as a regulator,” Angkasa Pura Airports President Director Faik Fahmi said.

The Previous Ministry of Transportation Circular Letter No. 11/2022 that entered into force on February 3, 2022 stated that the requirements for foreign nationals traveling for tourism purposes were to present COVID-19 vaccination certificate or vaccination card (in physical form or digital form) and a negative RT-PCR test result, as well as attach a Short-Stay Visa or other entry permit in accordance with the applicable laws and regulations. In addition, International Travelers with tourism purposes are also required to present proof of the ownership of health insurance with a coverage value of at least US$25,000 covering financing for COVID-19 handling and proof of booking confirmation and payment (booking) of accommodation from the accommodation provider while staying in Indonesia.

Angkasa Pura Airports together with all stakeholders have prepared the flow of arrival of International Travelers with tourism purposes at Bali Airport and ensured the implementation and supervision of International Travelers with tourism purposes in accordance with applicable regulations. The processes of arrival of International Travelers with tourism purposes at Bali Airport are as follows:

  1. Pre-Flight: before flying to Bali, prospective international travelers are required to fill out international e-HAC through PeduliLindungi application, present a full vaccination certificate, have 3x24 hours negative PCR test results, fill out an electronics customs declaration (e-CD), have quarantine hotel booking documents, and have travel insurance;
  2. Thermo Scanner: after landing, international travelers with tourism purposes head to the arrival terminal and have their body temperature checked. international travelers with a body temperature of 38 degrees Celsius or lower can proceed to the next phase, while those whose body temperature is above 38 degrees Celsius are directed to a further examination room. If the observations show that they are healthy, then international travelers can continue the next process. If the observation results state that they are not healthy, then the international travelers will be referred to the hospital.
  3. Check Point: At this phase, the airport officer will help international travelers input data from their e-HAC, control the data and print their respective QR codes. the Company provides 20 counters with a waiting seat capacity of 300 seats. Registration process takes 1-2 minutes/person.
  4. Heading to KKP counter: At this phase, the Port Health Office (KKP) officers will ensure the completeness of health documents and international travelers tap QR code with a processing time of 1 minute.
  5. Undergoing SWAB PCR: RT-PCR sampling for international travelers. The Company provides 20 RT-PCR test booths with a sampling process time of 1.5 minutes.
  6. Immigration Check: The officers will check the immigration documents of international travelers. The Company provides 32 immigration counters with a checking process time of 1 minute.
  7. Baggage Collection: international travelers collect baggage from a conveyor belt with a processing time of 20-40 minutes;
  8. Customs: tapping electronic customs declaration (e-CD) with a processing time of 0.16 minutes.
  9. Holding Area: International Travelers are waiting for the RT-PCR results, tap a QR code checkpoint, and register hotel and transport with a processing time of 60 minutes. If the RT-PCR shows a positive result, international travelers will be taken to the hospital.
  10. Exit Control Desk: international travelers tap QR code checkpoint and confirm hotel reservation and transportation with a processing time of 30 seconds.
  11. Pick Up Zone: international travelers head to the pick-up area to go to the quarantine hotel.

“We are committed to ensuring that the handling of International Travelers with tourism purposes visiting Bali is in accordance with applicable regulations. In addition, we will continue to increase supervision of the COVID-19 health protocol in all processes to realize a safe, comfortable, and healthy journey for all service users,” Faik Fahmi added.
