Angkasa Pura Airports along with Asian Infrastructure confirms that the training and development of human resource capacity and qualified aviation infrastructure development is a key factor for Indonesia in the ASEAN Open Skies which will come into force in 2015. ASEAN Open Skies will provide wider access to flight airlines to interoperate in the ASEAN region. However, to maximize this new policy needs to be supported by adequate infrastructure.

As for the consideration of Angkasa Pura Airports is in terms of how need to increase the capacity of passengers when the terminals at the airport is already overcrowded, or increase air traffic density whereas the number of air traffic controllers still below the needs of the market, or also add space for runways aircraft would probably have trouble when landing and flight.

ASEAN Open Skies policy will be felt the impact of the Indonesian population is nearly equivalent to the population in ASEAN, said Tommy Soetomo, President Director of Angkasa Pura Airports. He said that the number of passengers continues to increase. Domestic passengers in 2011 recorded an increase of 16.3% and 18.7% in 2012. However, in 2013, a decline by half due to rising operating costs and declining purchasing power.

Based on this fact, Indonesia is a significant need for the development of its airports. To have the airport infrastructure that meets the demands of the market, the need for cooperation between the owner of the infrastructure, technology service providers and shareholders, said Tommy. Meanwhile, Sari Sande Riana, Event Director of Infrastructure Asia, said that as one of the players in the infrastructure industry, we looked at the ASEAN Open Skies as a wise move to promote the aviation industry in Indonesia and ASEAN. Therefore, the competitiveness of Indonesian indispensable for improving airlines industry starts from the airport infrastructure and terminal expansion; increase the capacity of Soekarno Hatta international airport and renovation of airports in other major cities in Indonesia. Soekarno Hatta Airport as the main airport busiest in Indonesia began in 2015 to be able to serve 370,000 flights and 60 million passengers annually.

This situation clearly requires new investment in aviation infrastructure in the country, not just Soekarno Hatta but smaller airports in eastern Indonesia will be the future of the domestic market, said Sari. When viewed from the potential economies, Indonesia is an attractive market because it has a global passenger growth higher than the average of other countries which they have still below 5%. With this achievement, it is certain airports in Indonesia will be busy serving passengers local and international passengers.

At least 14 new airports will be built to improve traffic transportation in eastern Indonesia is targeted to be completed this year by the Ministry of Transportation in order to improve transport commuters travel shorter distances. Implementation of the ASEAN Open Skies, which began in 2015 will increase the number of human resource needs in all areas were able to facilitate various aspects of the aviation industry. In fact, Indonesia is currently experiencing a deficit of human resources include aviation pilots, air traffic controllers and technicians. The need for pilots in Indonesia during the year 2011- 2015 reached 4,000 people, while the pilot schools in Indonesia only produces about 1,600 pilots, meaning a deficit of as much as 2,400 pilots until next year. Indonesia currently has less than 3,000 technicians where an estimated five years, the need for 6,000 technicians. In this case, the HR needs of air traffic controllers also reached 2,200 to 2,000 people where the current growth is only about 800 to 1,000 people per year. [Pardika Dewi RS | Source: SWA]
