TRAVELLING TO INDONESIA

Updates on regulations regarding travel to Indonesia

Angkasa Pura Airports has implemented the latest regulations regarding international travel by air transportation in accordance with the Circular of the Minister of Transportation Number 71 of 2022 concerning Guidelines for the Implementation of International Travel by Air Transportation During the Covid-19 Pandemic (SE 71) which come into force on July 17, 2022.

Allowance Entering Indonesia
  1. International travelers with the status of Indonesian Citizens (WNI) from abroad are allowed to enter Indonesia while still adhering strict health protocols set by the Government
  2. International travelers with the status of Foreign Citizens (WNA) who meet the following criteria are allowed to enter Indonesia :
  • In accordance with the immigration provisions regulated by the ministry that administers government affairs in the fields of law and human rights;
  • In accordance with the bilateral Travel Corridor Arrangement (TCA) agreement scheme; and/or
  • Obtain special consideration/permission in writing from the Ministry/Agency.
Requirements to Enter Indonesia

The government of Indonesia set 9 airports managed by Angkasa Pura I as entry points for international travelers such as Juanda Airport Surabaya, I Gusti Ngurah Rai Airport, Manado Sam Ratulangi Airport, Zainuddin Abdul Madjid Airport Lombok, Sultan Hasanuddin Airport Makassar, International Airport Yogyakarta, Adi Soemarmo Solo Airport, Syamsuddin Noor Airport Banjarmasin, and Sultan Aji Muhammad Sulaiman Sepinggan Airport Balikpapan.

All International Travelers, both Indonesian Citizens (WNI) and Foreign Citizens (WNA) must comply with the following conditions/requirements :

  1. Mandatory to use the PeduliLindungi application as a condition for international travel to enter the territory of Indonesia
  2. Present a vaccination card or certificate (physical or digital) of having received the full dose of COVID-19 vaccine at least 14 (fourteen) days before departure with the following conditions:
  • Indonesian citizens who have not received the vaccine will be vaccinated at the entry point for overseas travel after an RT-PCR examination on arrival with a negative result or at a quarantine place on the fourth day after  RT-PCR examination  with a negative result.
  • Foreigners who have not received the vaccine will be vaccinated at the entry point for overseas travel after an RT-PCR examination on arrival with a negative result or at a quarantine place after a second RT-PCR examination with a negative result, with aged 6 - 17 years and / or hold a limited stay permit card (KITAS) and a permanent residence permit card (KITAP)
  1. A card or certificate (physical or digital) must be written in English, in addition to the language of the country of origin.
  2. Show a negative RT-PCR test results whose samples are taken within a maximum period of 2 x 24 hours before departure from the country of origin and are attached at the time of the health check or International e-HAC in Indonesia
  3. Foreigners who enter the territory of Indonesia are required to show proof of ownership of health insurance/travel insurance which includes health financing in quarantine and treatment when exposed to COVID-19
  4. International Travelers with no symptoms related to Covid-19 and a body temperature below 37.5 degrees Celsius are allowed to continue their journey under the following conditions:

  • For International Travelers who have not been able to get vaccinated or have received the first dose of vaccine at least 14 days before departure, they are required to undergo quarantine for 5 x 24 hours and must carry out a second RT-PCR test on the 4th day of quarantine. If the result is negative, then the International Travelers are allowed to continue the journey;

  • For International Travelers who have received the second or third dose of vaccine at least 14 days before departure, they are allowed to continue their journey;

  • For International Travelers under 18 years old and/or in need of special protection, the duration of quarantine follows the provisions imposed on parents or caregivers/travel companions; or

  • International Travelers with special health conditions or comorbid diseases that cause travelers to have not and/or been unable to take part in the Covid-19 vaccination are allowed to continue their journey by attaching a doctor’s certificate from the Government Hospital of the country of departure stating that the person concerned has not and/or unable to take part in the Covid-19 vaccination.

Quarantine Procedure & Health Protocols

In the event that the RT-PCR test result is negative, quarantine obligations is executed with the following conditions:

  1. Quarantine for 5 x 24 hours for international travelers who have received the first dose of vaccine 
  2. For international travelers who have received the second or third dose of vaccine at least 14 days before departure are allowed to continue their journey
  3. For international travelers who are under 18 years of age and/or need special protection, the quarantine requirements follow the provisions imposed on their parents or caregivers or travel companion
  4. International travelers with special health conditions are allowed to continue their journey by attaching a doctor's certificate from the government hospital of the country of departure.

The strict health protocol must meet the following terms and conditions :

  1. The use of a 3-ply cloth masks must be carried out properly covering the nose, mouth, and chin
  2. Change masks regularly every four hours, and dispose of waste masks in the places provided
  3. Wash your hands regularly
  4. Maintain a minimum distance of 1.5 meters from other people and avoid crowds
  5. No one-way or two-way conversations are allowed on the phone or in person during the trip 
The flow of arrivals and checking of foreign tourist documents

The flow of arrivals and checking of foreign tourist documents at Bali’s I Gusti Ngurah Rai Airport includes:

  1. Preflight: before flying to Bali, foreign tourists must have prepared proof of a complete vaccination, have negative PCR test result valid for 3x24 hour, have quarantine hotel booking documents, fill out e-PCR, confirm immigration documents, fill out electronic customs declaration (e-CD).
  2. Body temperature check: after landing, foreign tourists head to the arrival terminal and have their body temperature checked. Foreign tourists whose body temperature is 37,5°C or lower may continue the next process, while tourists whose body temperature is above 37,5°C are directed to a special examination room. If the observation result shows that they are healthy, then tourists will continue the next process. If the observation result shows that they are not healthy, then the tourist will be referred to the hospital.
  3. Registration counter/ PeduliLindungi checkpoint: tourists will be served by Covid-19 Task Force officers at registration counter/PeduliLindungi checkpoint, where foreign tourists input data and officers control data and print barcodes. 
  4. Inspection of health documents: the Port Health Office (KKP) carries out inspection of health documents (complete vaccine documents, a negative PCR test result valid for 3x24 hours prior to departure) taps on the barcode. There are 16 counters.
  5. RT-PCR SWAB: RT-PCR test sample collection of foreign tourists. There are 20 RT-PCR test booths.
  6. Immigration: inspection of tourist immigration document by immigration officers. There are a total of 32 counters.
  7. Baggage collection: the process of collecting tourist baggage on a conveyor belt. There are 4 units of conveyor belt.
  8. Waiting for RT-PCR test result : foreign tourists wait for RT-PCR test result in the holding area with a capacity of 300 seats and data collection is carried out by the quarantine hotel with a processing time of 60 minutes, calculated after the sample is received in the laboratory.
  9. Exit control desk: the officers  check the documents of  foreign tourists.  
  10. Pick up zone: foreign tourists head to the pick up area and head to the quarantine hotel.
